Key-Identity is a ground-breaking application for electronic identification solutions. Based on advanced smart card technology, Key-Identity can be used in private network environments and public identification applications (identity cards, drivers licenses, passports, ...).   An example of a Key-Identity application is a solution for which each participant receives a personalized smart  card with his specific health insurance data and where the health service providers (doctors, hospitals, pharmacies and health insurance funds) have a separate smart card with predefined access levels and rights to the participant’s data.            The Belgian Social Identity Card (SIS) is a typical example of such an identity-based health card solution. Introduced in 1998, the SIS card has been issued to every Belgian resident (over 10 million people) by the health insurance companies. The goal was to provide every participant an electronic card with his/her unique social security code, as the basis for data interchange between hospitals, pharmacies, doctors and health insurance funds.   The SIS card is used as identification medium as well as data carrier for organizations not directly connected to the health network. Apart from that the SIS card serves as a proof of payment of social security insurance. Depending on their access rights the health service providers have access to payback level information or they can change the participants insurance status. The SIS card is open for other applications, such as public transport reductions for handicapped people, free museum entrance for elderly etc. The use of the SIS card reduced the amount of paper and administrative task to be performed by the health service providers considerably.
